Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996 & Road Traffic (Disabled Persons) (Jersey) Order 2002 by Article 68 notice to make amendments to Broad Street.
Background
As part of the Government response to the Covid-19 pandemic the closure of Broad Street was deemed necessary to provide suitable space for pedestrians to safely practice social distancing. The closure was deemed to have a number of benefits to the way pedestrians use the town centre, and as such a Proposition was brought to the States requesting that Broad Street, Charing Cross and York Street remain closed to vehicular traffic.
On 12th May 2021 the States voted in favour of the Proposition to prioritise pedestrians in Broad Street (Pedestrian Priority in Broad Street, St. Helier (P.28/2021)). The proposition, as amended, asks for a further trial closure of Broad Street, Charing Cross and York Street where the roads remain closed to traffic but permit use by buses, cycles, and commercial vehicles making deliveries.
The trial of these provisions, and associated changes to other effected aspects of the road network are to be introduced in pursuance of Article 68 of the Road Traffic (Jersey) Law 1956.

“commercial vehicle” means a vehicle designed or manufactured solely or mainly for purposes other than those of a private household and includes, but not by way of limitation, any goods vehicle or van.

Recommendation
The Minister is recommended to approve the request to amend the Road Traffic (St Helier) (Jersey) Order 1996 & Road Traffic (Disabled Persons) (Jersey) Order 2002 by Article 68 notice.
Reason(s) for Decision
To amend the Road Traffic (St Helier) (Jersey) Order 1996 & Road Traffic (Disabled Persons) (Jersey) Order 2002 in pursuance of Article 68 of the Road Traffic (Jersey) Law 1956, to introduce new parking and unloading arrangements in Broad Street following States of Jersey approval of Proposition 28/2021.
Action Required
Officers to prepare an Article 68 Notice for publishing in the Jersey Gazette, ahead of instructing the Principal Legislative Drafter to prepare an Amendment to the Order for subsequent submission to the Minister.
