Transfer of Costs of Mobile CT Scanner

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Transfer of the costs of a temporary mobile CT scanner necessary to maintain continuity of service whilst the main CT scanner was replaced.

Decision(s):

The Minister approved the transfer of £68,500 from the capital allocation for the replacement of the CT scanner to the revenue budget for the Radiology service.

The transfer of the budget from the capital allocation for the replacement CT scanner to the revenue budget will allow the Health and Social Services department to meet the requirements of the States of Jersey Capital Accounting Memorandum.

Action required:

A copy of the Ministerial Decision and the report are to be sent to the Treasury for the approval of the Minister Treasury and Resources.  The Treasury will be required to process the budget transfers as approved.

TRANSFER OF Costs of Mobile CT Scanner

 

  1. Purpose of Report

The purpose of this report is to request the Minister to approve the transfer between capital and revenue budgets for the CT scanner to allow the department to account for the project in accordance with the requirements of the States of Jersey Capital Accounting Memorandum.

 

  1. Background

A capital vote of £1,260,000 (JZ0113) exists to fund the replacement of the CT scanner in the Radiology department at the General Hospital.  The new machine has been installed and will be set up as an asset on the Health and Social Services asset register.  As part of the planned process of removing the old scanner and installing the new machine it was necessary to hire a mobile scanner at a cost of £68,500 to maintain the service whilst the work was being undertaken.

 

  1. Replacement CT Scanner

The hire of the mobile scanner to ensure continuity of service whilst the main scanner was being replaced is not considered to fall with the definition of capital expenditure and will need to be transferred to the revenue budgets.  It is thus proposed to transfer an equivalent budget from the capital vote for the replacement of the scanner to the Health and Social Services revenue budgets.

 

  1. Recommendation

It is recommended that the Minister approves the transfer of £68,500 from the capital allocation for the replacement of the CT scanner to the revenue budget for the Radiology service to allow for the costs of the hire of the mobile CT scanner.
