Andium Homes Ltd. – Approval of Assisted Ownership Schemes
- Introduction
1.1. Andium Homes has commenced work on two affordable housing schemes:-
- Samarès Nurseries and Cefn, St. Clement
- Ville Du Manoir, St. Peter
Both schemes include units of accommodation for sale to first time buyers.
1.2. The schemes are at different stages of development – the Samarès Nurseries and Cefn scheme has received planning permission and will commence soon; the Ville Du Manoir scheme is presently subject to the planning process.
1.3. The Planning Obligation Agreement (POA) for Samarès Nurseries requires the Minister for Housing to approve the allocation policy for the properties and the sales mechanism.
1.4. Although Ville Du Manoir has not received planning permission, it is anticipated that the POA will require the Minister’s agreement of the Assisted Ownership Scheme – should the scheme receive planning approval.
- Samarès Nurseries and Cefn site
2.1. The Samarès Nurseries and Cefn development was approved on 25 July 2017 (P/2016/ 1757). The development will provide 200 affordable homes, 40 which will be sold to first time buyers. The first time buyer properties will be constructed first and are expected to be delivered in 12 to 18 months.
2.2. The allocation policy includes a requirement that properties must be allocated to people registered in Band 5 of the Affordable Housing Gateway and who are first time buyers.
2.3. The proposed sales mechanism used to sell the properties will be the Andium Homebuy scheme. The scheme allows applicants to purchase a property with a deferred payment of 25% the first time buyer value, which remains with the property in perpetuity.
- Ville Du Manoir
3.1. The Ville Du Manoir scheme (Fields No. P632 and P559, La Petite Rue de L’Eglise) was submitted for planning consideration at the end of September. The proposed scheme is for 65 first time buyer units of accommodation.
3.2. The proposed allocation policy and Assisted Ownership Scheme for Ville Du Manoir are consistent with other POAs for affordable housing developments. However, should there be any changes to the terms of the POA – if the scheme is given planning permission – then the policy and scheme will be reviewed as required.
3.3. The allocation policy includes a requirement that properties must be allocated to people registered in Band 5 of the Affordable Housing Gateway and who are first time buyers. It is also expected that the properties will be allocated to applicants who “have strong links to the Parish” in recognition of the fact that the scheme is being developed together with the Parish of St. Peter.
3.4. The proposed sales mechanism used to sell the properties will be the Andium Homebuy scheme. The scheme allows applicants to purchase a property with a deferred payment of 25% the first time buyer value, which remains with the property in perpetuity.
- Financial and resource implications
4.1. There are no resource implications arising from the Ministerial Decisions.
- Recommendation
5.1. The Minister is recommended to approve the allocation policies and Assisted Ownership Schemes for Samarès Nurseries and Cefn and Ville Du Manoir.
