Background

Jersey has by law a ‘plan led’ system to guide future development. The existing Island Plan was adopted by the States in 2002 and now needs to be replaced by an up-to-date plan for the period 2010 to 2020. 

Following studies the States published a Strategic Options Green Paper in 2008 for public consultation, followed by a new Draft Island Plan published in September 2009 for public consultation. The period allowed for comments on the Draft Plan closed at the end of March 2010.  

The next stage is for the draft to be subject to an independent examination by planning inspectors, who will consider the written comments and also hold public sessions – an Examination in Public (EiP) – before making recommendations regarding the Draft Plan.

Pre-examination meetings / seminars

Why was a pre-examination meeting held?

A pre-examination meeting was held so that the examination process could be explained prior to the EiP taking place. The meeting took place on Thursday 27 May 2010 at 9.30am in the Members’ Room, Société Jersiaise, Pier Road, St Helier JE2 4XW.

Why was a second pre-examination meeting being held?

A second pre-examination meeting was held to discuss the revised draft list of topics and participants and the revised timetable leading up to and including the EiP.

The meeting took place on Tuesday 22 June 2010 at 9.30am in the Arthur Mourant Room, Société Jersiaise, Pier Road, St Helier JE2 4XW.

Why was a housing seminar held?

The States presented a housing seminar in order to provide the inspectors and participants with factual information regarding housing issues. The seminar was held on Thursday 27 May 2010 at the Members’ Room, Société Jersiaise, Pier Road, St Helier JE2 4XW.

At the request of the inspectors, Planning and Housing were asked to produce a joint statement.

Why did the States Environment Scrutiny Panel meet with the inspectors?

The States Environment Scrutiny Panel asked to meet the inspectors so that they could explain to the panel their role and how the EiP will be conducted. There were no discussions on the merits of the plan.
