Jersey Harbours and the Environment and Public Services Department are to amalgamate the common municipal and engineering services they currently both provide to deliver services more cheaply to the public and to reduce duplication.
Howard Le Cornu, Chief Executive of Jersey Harbours, and E&PS Chief Officer John Richardson are co-sponsoring the project which will strengthen and enhance the way the States delivers its services. By mid-2006, staff from the two departments will be working together in Transport and Technical Services to deliver both municipal and engineering services.
Employees from Jersey Harbours’ La Collette Harbour Works will move to become part of either a new engineering unit at Bellozanne or a new municipal services group at La Collette. All affected staff have been informed of the planned changes.
Senator Philip Ozouf, President of the Environment and Public Services Committee, said: “This amalgamation brings together several core management functions to provide more efficient services under one roof. The newly formed unit will lead to far better use of States assets – both our resources and our people. The changes will also help to eliminate unnecessary duplication, such as the doubling-up of workshop resources across different sites and both departments separately emptying bins and skips in harbour areas around the Island. Our focus is on simplification of service provision because this will provide opportunities to deliver better services for the States and the Island.”
Senator Len Norman, President of the Harbours and Airport Committee, said: “The amalgamation will allow Jersey Harbours to increase its focus on the core services it provides in its role as a modern, commercial Port Authority and Island Coast Guard, to meet better the current and future needs of customers and employees. A joint Jersey Harbours and E&PS project team has been set up to establish how best to bring these services together. The team’s initial task includes detailed planning to ensure that Jersey Harbours continues to receive the full range of specialist services it requires. This planning will take until the end of the year, with implementation and development of the new unit happening in the first half of 2006.”
No compulsory redundancies are planned as part of the project and all staff will continue to be employed by the States of Jersey. All manual workers’ and civil servants’ terms and conditions will be unchanged.
