Members of the public are invited to a hearing at which Senator Freddie Cohen, Minister for Planning and Environment, will consider the new development plans for Castle Quay, on Jersey’s Waterfront, before making a decision on the application. The hearing will take place at 2pm on Friday, 18 May in the Members Room at the Societe Jersiaise, Pier Road, St Helier. At the same meeting, the Minister will also be considering the plans for office development and associated accommodation at Liberty Wharf on the Island Site Annex.
The proposed Castle Quay development would create a new mixed-use quarter on the waterfront. The site is between the Radisson Hotel site and Harbour Reach. The planning application is for two blocks, which would be the first phase of the overall scheme. This phase of the development provides over 350 new homes as well as new restaurants, leisure, shopping and entertainment facilities. An internal public ‘Orangery’ is proposed on the ground floor and an outdoor performance space is planned. Each of the two blocks has a large rooftop garden planned for the residents.
The planning application for Castle Quay, at the heart of the Waterfront site, was made in January 2007 and details have since been available for public examination and comment. Hopkins Architects, design advisers to the Minister, have been closely involved in reviewing the plans.
