Transport and Technical Services submitted an Outline Planning Application for an Energy from Waste plant on 9 January 2007.
Subsequently, Deputy Sean Power issued a statement to States Members on 14 January 2007 (attached as Appendix 1) indicating his personal view in response to the submission of this application.
The statement unfortunately contained several inaccuracies and Transport and Technical Services have now issued a response to Deputy Power’s Statement to all States Members.
Minister for Transport and Technical Services - Deputy Guy de Faye - said
"I was disappointed to note the unjustified and almost entirely misleading attack on the work of Transport and Technical Services contained within the statement made by Deputy Sean Power.
As the statement contains inaccuracies and misrepresentations, I am obliged to publicise this response made to States Members by the Department to reassure the public that Deputy Power’s claims are without foundation.
Given his role on the Environment Panel, Deputy Power should understand that his accusations that newspaper and glass are not recycled are completely wrong, undermine public confidence in this crucial activity and could do long-term damage to hard-won recycling achievements.
I am confident, however, that the public will understand the excellent work that the Department’s Recycling Officer - John Rive - and his team are doing to promote recycling. We are making progress in all of the areas Deputy Power highlights and are on track to exceed our recycling targets even though waste continues to increase on the Island in line with our expectations.
The Deputy’s statements about the significant air pollution impact of the current Bellozanne plant, the viability of refurbishing the third stream at Bellozanne, the proposed use of the Jersey Electricity Company power station chimney, and the electrical output from the proposed plant, are just plain wrong, and he should have done the public the courtesy of checking his facts before issuing his statement. Sadly, Deputy Power has never taken up numerous invitations to visit the Bellozanne plant to see the problems that we face.
I would encourage the Deputy to use his role on the Environment Panel in the manner it was intended - namely to scrutinise and improve Departmental proposals rather than issue poorly researched personal statements.
I hope the public will see Deputy Power’s assertions for what they are and I would urge Islanders to support the safe, proven, cost-effective and sustainable proposal for a new energy from waste that is now under consideration."
