The December 2007 manpower figures are the first to be produced using data from the States’ new Human Resources Information System (HRIS). The system produces manpower data that is more accurate – individuals who work in two or more posts in the same department or different departments are now only counted once in the figures and not for each job. The reported public sector headcount at 31 December 2007 is 6,632. This is 97 less than the figure reported for 30 June 2007 of 6,729.
Excluding the removal of people with more than one States job, the figures showed a net increase of 74 staff. Of these, 47 occurred as existing vacancies were filled and new starters outweighed the number of leavers. The bulk of these were in Health and Social Services. This department also saw the addition of 48 staff in new posts. This growth was accounted for almost entirely by the recruitment of health service professionals and reflects the real growth strategy adopted by the States to ensure the maintenance of good quality healthcare services in the Island. Most of the new staff work in front-line services and they include nurses, midwives and doctors. Over 2,600 people now work in Health and Social Services.
There was a reduction of 13 staff at Education, Sport and Culture due to post reductions, largely reflecting a fall in pupil numbers.
Commenting on the figures, Senator Terry Le Sueur, Treasury and Resources Minister, said: “I am pleased that we have been able to recruit health professionals in sufficient numbers to continue to deliver high levels of healthcare in the Island. Across other departments, it is apparent that in many cases the number of staff is relatively static or falling.”
