The Minister for Home Affairs, Senator Ian Le Marquand, will brief the public on the draft Sex Offenders (Jersey) Law 200- ahead of the October States debate.
The Minister is holding an open briefing on 29 September 2009 at 7pm at St Paul’s Centre. The draft Law is due to be debated by the States on 6 October 2009.
Everyone is invited to the Minister’s briefing on the law, which aims to reduce the risk of sexual offences being committed, by managing the risk posed to the public by sex offenders.
A key aspect of the law is setting up a sex offenders register.
As well as being able to ask any questions they might have about the draft law, those who attend the briefing will hear Senator Le Marquand explain how:
- a key factor in protecting the public from the risk posed by sex offenders is for public authorities to know that an offender is living in the Island and be able to monitor their activities
- the new legislation enables the authorities, primarily the States of Jersey Police, to monitor activities by requiring convicted sex offenders to notify them of their address. This applies to offenders convicted before the law comes into force
- there are powers for the courts to impose conditions on a convicted sex offender’s movements, including Restraining Orders, Child Protection Orders and Travel Orders. Breaching these orders will be a criminal offence, punishable with imprisonment and/or a fine
