The brief is the result of positive discussions between the department and Le Masurier and will establish the general principles for developing the site which covers the 1.6 acre area from the town park to Rue de Funchal and on to Halkett Place.
The site, which is wholly owned by Le Masurier, was identified in the North of Town Masterplan as a ‘significant catalyst’ for the regeneration of this area of St Helier.
Planning and Environment Minister Deputy Rob Duhamel said that a co-operative relationship existed with Le Masurier and the company were eager to play a part in the regeneration of the area.
“Improving this area will be of huge benefit to the community and to the environment and agreeing a development brief moves us closer to that goal. At this stage we would like to hear public views on the proposed brief and the principles which should govern this development. Once these principles are agreed, I look forward to receiving an outline planning application from Le Masurier” he said.
Deputy Duhamel said that the development of the area was an opportunity to provide:
- high quality residential accommodation
- affordable housing
- improved traffic calming measures
- secure cycle and pedestrian links between the town centre and the town park
Le Masurier's Managing Director, Brian McCarthy, said “We are keen to move this project on and deliver regeneration and investment into the north of town. The development of this site is an exciting prospect for both us and the community. I am pleased that, in consultation with the Environment Minister and his department, we now have agreed a brief to move forward positively. We look forward to the community’s input during this period of public consultation.”
