Transport and Technical Services is now at the final stage in the process of appointing an organisation to operate the waste metals yard at Bellozanne, for the new contract starting in 2013.
From an initial list of 22 companies who expressed an interest in the contract, 6 applicants were invited to provide further information and formally tender. Following a robust 3 month tender process, the Minister for Transport and Technical Services, Deputy Kevin Lewis, has agreed to proceed with 1 preferred tenderer to the final negotiation stage of the contract.
Transport and Technical Services has identified the frontrunner as Hunts (Jersey) Ltd - a consortium bid by Hunt Brothers Ltd, a local company, and European Metals Recycling Ltd. The tender submissions were fairly evaluated according to clear criteria of value, quality and technical and environmental expertise, managed in conjunction with an industry expert.
All the stages of the tender process allowed the different companies to be evaluated on a level footing. Now, having identified the preferred bidder, the Transport and Technical Services team will be able to focus on the detail and develop specific proposals required to meet Jersey’s needs, with the detailed costings and plans necessary to achieve the objectives set by Transport and Technical Services. The contract is still in negotiation and either party can still withdraw, but the level of engagement in the process is higher on both sides.
Should the negotiation stage not be successful then the other tenderers will be given the opportunity to step in.
Deputy Kevin Lewis said “This is an important contract for Transport and Technical Services and this has been reflected in the tendering process. We need an operator who is not only technically qualified and experienced to do the job on a commercially keen basis, but which also takes their health and safety and environmental responsibilities seriously.”
