On the evening of Tuesday 6 November 2012, resurfacing work will commence in the tunnel from la Route de la Liberation to Green Street roundabout and continue until the beginning of December 2012.
As the road is narrow, both sides of the carriageway will need to be resurfaced and strengthened at the same time and the whole road will have to be closed to through traffic. To minimise disruption to road users, the works will be undertaken during the evening from 6.45pm to 6.00am, Monday to Saturday (morning).
Diversion route
Motorists will follow the usual diversion along Commercial Buildings and Mount Bingham that is in operation during tunnel cleaning. Pedestrians will not be able to walk through the tunnel during working hours owing to the noise and dust associated with resurfacing activities. A diversion route for pedestrians will be signposted along Mulcaster Street and through Snow Hill Car Park.
This scheme forms part of the ongoing maintenance to the 167 miles of States of Jersey highway by Transport and Technical Services.
Maintenance that will be undertaken
In the tunnel, 450 metres of the road will be strengthened and resurfaced. Railings will be replaced at the eastern end and the traffic island at the western end will be modified. A small island will also be installed in the bus lay-by at the western end. The aim of this island is to improve the safety of pedestrians on the zebra crossing. The tunnel was last resurfaced in 1986.
Tender process
Following a competitive tender process that considered price as well as resources, programme, traffic management arrangements and personnel, Transport and Technical Services has appointed Pallot Tarmac Ltd to undertake the £260,000 contract.
Major stakeholders have been consulted, including the emergency services.
