A Jersey show jumper has been given permission to build a commercial horse centre to train horses for show jumping on land in the west of the Island.
The Planning Applications Panel met last Thursday (27 June) and gave the applicant permission to build a stable block and sand school with six horse boxes, a hay store and tack room on three fields on La Rue Bechervaise and La Ruette es Boeufs, in St Peter and St Mary.
The applicant competes in show jumping in the UK and has represented the Island as team captain for the last six years.
Glasshouses go to make way for gardening business
Permission has also been given for the demolition of a number of glasshouses in a field on La Rue de la Marais a La Cocque, Grouville and the construction of a shed to promote the success of a gardening business.
The applicant runs an enterprise called Elite Garden & Property Services. They wanted permission to build a shed to store gardening, agricultural and haulage equipment for the business. At a previous meeting, the panel asked the applicant for detailed information about the business to prove it is a bone fide agricultural enterprise.
It was argued that removing redundant glasshouses and returning two thirds of the land to agriculture would result in substantial environmental improvements to the site and was therefore a valid exception to the normal presumption against development in the green zone.
Smallholder application needs more information
The application by a small holder for permission to build a two-storey timber barn to enable her to expand her business was deferred so the panel could get more detailed financial information.
The application is to build a barn at Field Farm, La Rue de la Golarde, St Lawrence to create an apple juice processing room, incubation room, boot room, store room and a tractor / trailer parking area on the ground floor with a farm office, toilet and occasional training room on the first floor.
The panel heard that the business based at Field Farm is not currently showing a profit in line with the requirements of the planning permit, but the applicant’s business plan indicates that her business will grow significantly in the next few years if the facilities in the new building become available.
Double garage in national park approved
An application to build a double garage on a property within Jersey’s coastal national park has been approved.
Householders at Beauport Place, Le Chemin de Beau Port, St Brelade applied to the Planning Applications Panel for permission to extend their property. The property is on the site of the former Les Creux Hotel.
Planning policy governing the national park is more restrictive than for the green zone and refers to ‘the strongest presumption against all forms of new development for whatever purposes’ in order to protect the park’s special character.
The Planning Department had given permission to an earlier application for a garage, despite objections from neighbours, but it was overturned by the Royal Court following a successful third party appeal. The panel decided that on balance, the latest application was acceptable.
Aviaries given go-ahead
A property owner has been given retrospective permission to extend his aviaries on land in St John by Jersey’s Planning Applications Panel.
The panel has also agreed the applicant can build additional aviaries near a house on Le Canibut, after deferring a decision last time for legal advice and to reword the condition of the permit.
