The sale and use of pinch, electric shock or similar collars is not illegal in Jersey, but all domestic animals are protected from cruelty under the Animal Welfare (Jersey) Law 2004. The law makes it a criminal offence to cause unnecessary suffering to an animal without reasonable cause or excuse.
Report cruelty to the police
The States Veterinary Officer, Linda Lowseck advises that if a member of the public witnesses an incident of animal cruelty or believes animal cruelty is taking place they should report this to the police or the Department of the Environment.
The use of electronic training devices (ETDs) and pinch collars is an aversive training technique which cause discomfort or pain in order to control dogs. Their use is controversial and positive reinforcement is a better way to train dogs.
Anyone using ETDs or collars to inflict unnecessary suffering without reasonable cause may be prosecuted under the animal welfare law. There is anecdotal evidence that use of these devices may lead to certain dogs becoming aggressive.
Linda Lowseck advises dog owners and trainers to adhere to the Jersey code of practice for the welfare of dogs during training. The code is intended to ensure the welfare of animals and encourage those responsible for looking after these animals to adopt the highest standards of care.
Positive training methods
Dog owners are advised to adopt positive training methods and seek professional advice from a vet or professional dog trainer or behaviourist when advice and assistance are necessary.
A public petition has been launched to make it illegal to own or use prong / shock collars or similar equipment in Jersey. Making these devices illegal would require a change to the Animal Welfare (Jersey) Law 2004.
In considering a change to the Law, the Minister, Deputy Steve Luce will consult the public, animal welfare professionals and bodies. He will also review guidance and research available from the UK Department for Environment, Food and Rural Affairs and Devolved Administrations.
