Town Park extension proposed

The Council of Ministers are proposing to extend the Millennium Town Park and develop the Jersey Gas Site.

A report lodged today sets out proposals from Andium Homes to deliver a scheme that would see a fifty per cent extension to the Town Park, provide 110 new homes and have the potential for up to 200 underground parking spaces.

The regeneration of St Helier is a strategic objective of the Council of Ministers and the proposition follows Andium Homes' announcement earlier in September that they had acquired the 9,100 square metre site, situated in the north of town, with plans to extend the Town Park.

Andium Homes already has plans to develop an additional 600 homes on its other sites in this area, such as Robin Hood, Convent Court low-rise, Ann Court, Ann Street Brewery and the Ann Street Boiler House.

Housing Minister Deputy Anne Pryke said “The proposed Gas Works development provides a fantastic opportunity to provide much needed homes for Islanders and to take a joined-up approach to regeneration in this part of town. The current town park is well-used by the public and the proposed increase in open space would bring significant benefits to the local community.”

The proposals, if adopted by the States Assembly, would see Andium Homes enter into discussions with the Minister for Infrastructure and the Connétable of the Parish regarding the provision of additional car parking on the site and an extensive period of consultation with residents in the area. Any proposal to provide car parking would also require planning permission.

Deputy Eddie Noel, Minister for Infrastructure, said “The Gas Works site has the potential to deliver approximately 150-200 below surface car parking spaces, whether commuter, shopping, residential or a combination of all three. The entrance to any below surface carpark would be located at the north of the site and be subject to the findings of a traffic study of the surrounding area.

"This represents a once in a lifetime opportunity to breathe new life into the north of town. I look forward to working with the Housing Minister to make it happen."

The project will be subject to planning permission and, if approved, would be completed by the end of 2023.
