The Minister for the Environment, Deputy Jonathan Renouf, has formed a Determining Panel to join
him in making a decision on whether plans to build new homes and further develop Jersey’s
Waterfront should go ahead.
The panel is made up of the Minister for the Environment, Deputy Jonathan Renouf, Assistant
Minister, Deputy Hilary Jeune, and Planning Committee Chair, Constable Philip Le Sueur. This panel
has been formed under the Planning and Building (Jersey) Law 2002.
Traditionally the Minister for the Environment has ruled on such decisions alone, however in 2022
the law was updated to allow the Minister to appoint at least two other members of the States
Assembly to form a panel. This is the first time a Determining Panel has been used since the law
change.
Once the independent planning inspector has made a recommendation following this week’s
public inquiry hearings, the panel will then work collectively to reach a final decision.

The revised ‘South West St Helier’ application includes proposals for up to 984 residential units,
parking, retail, commercial, social infrastructure, leisure, arts and cultural facilities, open spaces, new
access, landscaping, the relocation of the slipway and La Fregate, land reclamation and flood
defence measures.
