Director appointed for Health and Safety Inspectorate

04 July 2023

A new Director of Health and Safety for the Health and Safety Inspectorate, H&SI, has been appointed and approved by the States Employment Board, following the retirement of Tammy Fage.

With over 20 years of experience with the UK Health & Safety Executive, Elaine Harbour brings a wealth of knowledge and expertise to the role, including leading on investigation policy and the response to major incidents following the Buncefield explosion. Most recently, she was Head of Operational Policy, managing a team of regulators and policy advisors setting up the new Building Safety Regulator in response to the Grenfell tragedy.

In her previous roles, Elaine has demonstrated her ability to lead and develop policy and strategy. Her experience in liaising with senior management teams and government officials will be invaluable in her new role.

As Director of the Health and Safety Inspectorate she will provide direction and leadership to deliver a safe working environment in Jersey.

Elaine Harbour said: "I am honoured to have been given the opportunity to lead the Health and Safety Inspectorate in Jersey. I am passionate about ensuring health and safety risks are properly managed to protect workers and the public. I look forward to working with the team and stakeholders to ensure that health and safety standards are upheld in the Island."

Kate Briden, Chief Officer for Justice and Home Affairs said: “I’m delighted to welcome Elaine to this important role and to the senior leadership team for Justice and Home Affairs. Her wealth of knowledge, insight and experience in the UK and abroad will be a huge asset to the Health and Safety Inspectorate.

“I also want to take this opportunity to wish to express my deepest gratitude to Tammy for her tireless service. Her unwavering commitment to championing workplace safety, promoting best practice, implementing robust safety protocols, and conducting comprehensive inspections and investigations have safeguarded workers’ welfare in the Island. I wish her a very well-deserved and happy retirement.”

Tammy Fage retired from the H&SI at the end of April following 36 years of service within the Government. She joined the organisation in 1988, spending 10 years as a biomedical scientist working in Pathology before moving to join the H&SI as a trainee Health and Safety Inspector in 1998, and was appointed Director in July 2014.

Tammy Fage said: “I have had so many different career highlights during my time, and I am proud of the positive and professional relationships the Inspectorate has developed with key stakeholders to help them take ownership and manage significant health and safety risks, leading to improvements in our high-risk industries, in particular in the construction sector. I am now looking forward to lots of relaxation and international travel.”
