Waterfront Public Inquiry details announced

The Public Inquiry into plans to build new homes at Jersey’s Waterfront, and to further develop the area, will open on Monday 15 May 2023.

In February last year, the former Minister for the Environment, Deputy John Young, announced he was calling the Inquiry into the Jersey Development Company’s plan. 

The recently-revised ‘South West St Helier’ application includes proposals for up to 984 residential units, parking, retail, commercial, social infrastructure, leisure, arts and cultural facilities, open spaces, new access, landscaping, the relocation of the slipway and La Fregate, land reclamation and flood defence measures.

Minister's comment

Deputy Jonathan Renouf, who took over from Deputy Young as Minister following the 2022 elections, has today announced the dates and processes for engaging with the Inquiry, as well as confirming the appointment of Philip Staddon as the independent inspector to lead it. 

Deputy Renouf said: “I encourage Islanders to engage with this Inquiry and submit their comments through the official channels for consideration by the inspector. The hearings at St Paul’s Centre in town will see the plans examined in great detail, and will hear from many stakeholders and Islanders with a keen interest. I look forward to receiving Mr Staddon’s report.”

How to make a representation

Anyone wishing to make a representation, formally known as a ‘Statement of Case’, in advance of the hearings is required to make their submission in writing by midnight on 19 March 2023. There’s a limit of 1,500 words. Those wishing to expand on their initial Statement of Case can submit a more detailed ‘Proof of Evidence’ before midnight on 16 April 2023.

Inquiry outcome

Following the conclusion of the Inquiry, which is expected to last around five days, Mr Staddon will make a recommendation to the Minister for the Environment about whether or not to approve the application. 

The Jersey Development Company’s planning application can be viewed online and will soon go on display at Jersey Library.
