Financial Sanctions Notice Somalia 1 March 2021

Introduction

1. On 26 February 2021, the United Nations Security Council Committee established pursuant to resolutions 751 (1992) concerning Somalia approved the addition of 3 entries to its list of individuals and entities subject to an asset freeze.

2. In accordance with the Sanctions and Asset-Freezing (Jersey) Law 2019 (“SAFL”) and the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the “Order”) these asset-freeze designation are effective immediately in Jersey.

3. The following entries have been added and are subject to an asset freeze:

  • Abukar Ali ADAN
  • Maalim AYMAN
  • Mahad KARATE

What you must do

4. You must:

  • check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice.
  • freeze such accounts, and other funds or economic resources.
  • refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Minister for External Relations (“MER”).
  • report any findings to MER, together with any additional information that would facilitate compliance with SAFL.
  • provide any information concerning the frozen assets of designated persons that MER may request. Information reported to MER may be passed on to other regulatory authorities or law enforcement.

5. Failure to comply with sanctions legislation or to seek to circumvent its provisions is a criminal offence.

DOB: a) 1972; b) 1971; c) 1973 Position: Deputy leader of Al-Shabaab a.k.a.: a) Abukar Ali Aden; b) Ibrahim Afghan; c) Sheikh Abukar Other information: Listed pursuant to paragraph 8(a) of resolution 1844 (2008) as “Engaging in or providing support for acts that threaten the peace, security or stability of Somalia, including acts that threaten the Djibouti Agreement of 18 August 2008 or the political process, or threaten the TFIs or AMISOM by force.” Adan is also associated with Al-Qaida affiliates, Al-Qaida in the Arabian Peninsula (AQAP – QDe.129) and Al-Qaida in the Islamic Maghreb (AQIM – Qde.014). DOB: a) 1973; b) 1983 POB: Kenya  Position: Founder and leader of Jaysh Ayman, an al-Shabaab unit conducting attacks and operations in Kenya and Somalia. a.k.a.: a) Ma’alim Ayman; b) Mo’alim Ayman; c) Nuh Ibrahim Abdi; d) Ayman Kabo; e) Abdiaziz Dubow Ali Address: a) Kenya/Somalia border; b) Badamadow, Lower Juba Region, Somalia Other information: Listed pursuant to paragraph 8(a) of resolution 1844 (2008) as “Engaging in or providing support for acts that threaten the peace, security or stability of Somalia, including acts that threaten the Djibouti Agreement of 18 August 2008 or the political process, or threaten the TFIs or AMISOM by force.” Ayman helped with preparations for the 5 January 2020 attack on Camp Simba in Lamu County, Kenya. 3. KARATE, Mahad

DOB: a) Between 1957 and 1962 POB: Xararadheere, Somalia  a.k.a.: a) Mahad Mohamed Ali Karate; b) Mahad Warsame Qalley Karate; c) Abdirahim Mohamed Warsame Address: Somalia  Other information: Listed pursuant to paragraph 8(a) of resolution 1844 (2008) as “Engaging in or providing support for acts that threaten the peace, security or stability of Somalia, including acts that threaten the Djibouti Agreement of 18 August 2008 or the political process, or threaten the TFIs or AMISOM by force.” Karate played a key role in the Amniyat, the wing of al-Shabaab responsible for the recent attack on Garissa University College in Kenya that resulted in nearly 150 deaths. The Amniyat is al-Shabaab’s intelligence wing, which plays a key role in the execution of suicide attacks and assassinations in Somalia, Kenya, and other countries in the region, and provides logistics and support for al-Shabaab’s terrorist activities.
