Introduction
1. Following the coming into force of the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 on 12 February 2021 an asset freeze now applies to the persons listed in the Annex to this Notice.

2. The following designations have been made and are now subject to an asset freeze.

What you must do
3. You must:
- check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the Annex to this Notice.
- freeze such accounts, and other funds or economic resources.
- refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Minister for External Relations (“MER”).
- report any findings to MER, together with any additional information that would facilitate compliance with the Regulation.
- provide any information concerning the frozen assets of designated persons that MER may request. Information reported to MER may be passed on to other regulatory authorities or law enforcement.
4. Failure to comply with sanctions legislation or to seek to circumvent its provisions is a criminal offence.
Legislative details
5. The Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the “Order”), made under the Sanctions and Asset-Freezing (Jersey) Law 2019 (“SAFL”) came into force on 12 February 2021.
6. The Zimbabwe (Sanctions) (EU Exit) Regulations 2019 (the “UK Regulation”) was made under the Sanctions and Anti-Money Laundering Act 2018.
7. The Order gives effect to the UK Regulation and the 4 persons listed in the Annex to this notice are now subject to an asset-freeze.

1. MATANGA , Godwin
DOB: 05/02/1962 POB: Chipinge, Zimbabwe. Nationality: Zimbabwean. Passport number: ZL042663. Position: Commissioner General of the Zimbabwe Republic Police. Gender: male. Other information: There are reasonable grounds to suspect that Godwin Matanga bears responsibility for serious human rights violations committed by the police and military during the crackdown on post-election protests in August 2018, which resulted in six civilian deaths, by virtue of his position as Commissioner General of the Zimbabwe Republic Police Force based in Harare at the relevant time. Those actions undermined the rule of law in Zimbabwe. Listed on: 01/02/2021.
2. MOYO, Isaac
Nationality: Zimbabwean. Position: Director General, Central Intelligence Organisation (CIO). Gender: male. Other information: There are reasonable grounds to suspect that Isaac Moyo, as Director General of the Central Intelligence Organisation (CIO), has been responsible for acts that constitute serious human rights violations in the context of the heavy crackdown on protests in January 2019 by state security forces. There are also reasonable grounds to suspect that in directing ECONET to suspend all internet services in January 2019, which order the High Court subsequently ruled as illegal, Isaac Moyo has also been involved in other actions that undermined the rule of law in Zimbabwe. 3. NCUBE, Owen
DOB: 17/04/1968 Nationality: Zimbabwean. Passport number: ZL042663. Position: Minister of State for National Security. Gender: male. Other information: There are reasonable grounds to suspect that Owen Ncube bears responsibility for serious human rights violations, including systematic torture, committed by the security forces in the context of the heavy crackdown on protests in January 2019 by virtue of his position as Minister of State for National Security at the relevant time. There are also reasonable grounds to suspect that in directing ECONET to suspend all internet services in January 2019, which order the High Court subsequently ruled as illegal, Owen Ncube has also been involved in other actions that undermined the rule of law in Zimbabwe. 4. SANYATWE, Anselem Nhamo
DOB: 21/01/1956 Address: (1) Tanzania, (2) Harare, Zimbabwe. Nationality: Zimbabwean. Passport number: 290060361Y34. Position: Formerly Brigadier General, Commander of the Presidential Guard and Tactical Commander of the National Reaction Force, currently Zimbabwe Ambassador to Tanzania. Gender: male. Other information: There are reasonable grounds to suspect that Sanyatwe is responsible for the commission of serious human rights violations by military personnel in the National Reaction Force involved in the crackdown on an opposition protest carried out on 1 August 2018 leading to the deaths of six people by virtue of his role as Tactical Commander of that force at the relevant time.
