Planning and Building (Public Inquiries) (Jersey) Order 2008 (as amended) - Announcement of Change of Date of Public Inquiry and a Pre-Inquiry Meeting under Articles 5 & 8.
Proposed New Hospital at Overdale Hospital Site, Westmount Road, St Helier
The Minister for the Environment has previously resolved that a Public Inquiry is to be held into the planning application (reference P/2021/1670). The application seeks planning permission for a proposal described as:
“Construct new hospital and associated buildings including mental health centre, energy centre, knowledge centre, multi storey car park, surface level parking and landscaping. Demolish existing buildings, not covered by application P/2021/1398 to include La Chapelle de St. Luc, Thorpe Cottage, Briez Izel, 1 Castle View, 5 Castle View, 1 Hillcrest, part of driveway, raised planter and strip of land at entrance to Hill Crest and Castle View, Mont Martin Cottage and two outbuildings, L’Amyerie, 1 – 3 Westmount Terrace, Berkeley Rise, Westmount House, Folly Field, part of the garden of Camden, and Jersey Bowling Club. Reconfigure and landscape Westmount Road, including People’s Park, Lower Park, Westmount Gardens and Victoria Park, including changes to the playground and Petanque Courts in conjunction with associated alterations to the highway network.”

The Public Inquiry will be held in accordance with the Planning and Building (Public Inquiries) (Jersey) Order 2008 (as amended 2015).
Change of Date
The Inquiry will now open at 9.30 am on Monday 4 April 2022 in the main hall, St. Paul’s Centre, New Street, St. Helier JE2 3RA and is expected to last one week, concluding on Friday 8 April 2022. (If necessary, the Inspector will reserve an extra day, should it be required on Monday 11 April 2022)
Any representations in respect of the application will be heard and considered by Mr Philip Staddon BSc, Dip MBA (Distinction) MRTPI, the independent Inspector appointed by the Minister to hold the Inquiry.
For those eligible persons and bodies that wish to submit a more detailed ‘Proof of Evidence’, these should be submitted by midnight on Sunday 27 February 2022. The Inspector is not imposing a word limit on Proofs of Evidence, but a summary should be included for any Proof exceeding 3,000 words.

Pre-Inquiry Meeting
The Inspector is holding a pre-Inquiry Meeting to set out the format of the Inquiry on Friday 18 February 2022. This will be held in the main hall, St. Paul’s Centre, New Street, St. Helier JE2 3RA, commencing at 09.30. The meeting is not expected to exceed 3 hours.
