About the consultation

Every year in Jersey activities involving forklift truck (FLT) operations result in serious accidents and injuries. The work FLT operators carry out is:

  • high-risk
  • often in unfamiliar or changing environments
  • without direct supervision

The existing Safe use of rider-operated lift trucks: Approved Code of Practice came into force on 22 November 2001. Whilst it still reflects the principles of good practice, its revision is overdue to reflect current practice and changes to the typical use of FLTs in the workplace.

Whilst retaining the over-riding principles, in developing the draft ACoP the Health and Safety Inspectorate (HSI) has taken into account:

  • authoritative guidance published by the UK HSE
  • relevant representative industry bodies
  • intelligence gained through investigating FLT accidents and visiting workplaces where FLTs are used in Jersey
  • discussions with a range of local training providers and employers

The HSI is now inviting interested stakeholders to comment on the draft ACoP. All responses will be fully considered and taken into account by the Minister for Social Security when deciding on the best way to proceed.

What we want you to comment on

It's noted that the consultation asks about the content of the draft document, not the design or formatting which will be finalised once the consultation is complete.

A questionnaire is provided to help you structure your response. You're not obliged to use the questionnair but doing so will help us consider and analyse all the feedback received.

The draft ACoP is divided into 4 parts covering: 

  1. safe workplace
  2. safe vehicle
  3. safe worker
  4. working platforms on lift trucks

This consultation seeks your views on:

  • structure of the draft revision of the existing ACoP
  • whether the level of detailed guidance provided in each of the four areas is appropriate
  • where there any areas not covered in the draft ACoP which should be included

There was overwhelming support for the broad principles and draft amendments to the existing AcoP, as well as a number of constructive observations which will be carefully considered during the development of the final draft ACoP.
