About the consultation

The current Sewage Treatment Works (STW) at Bellozanne has been in operation for almost 60 years and is at the end of its operational life. A new STW was approved by the Minister for Infrastructure in April 2018 and building started later that year. Construction is being carried out in phases, with a programmed overall project completion date of 2023. Phase 1A will be completed by November 2022 and during this time, the current STW remains in operation.

The Minister for the Environment has received a new application for a Discharge Permit, reference DP(B)2022/03/01, to discharge treated sewage effluent from the new Bellozanne Sewage Treatment Works, Bellozanne Valley, St. Helier, JE4 8UY to the sea via a watercourse to St. Aubin's outfall pipe. This consultation is made under the Water Pollution (Jersey) Law 2000.

The new STW is being built to best practice standards and has additional capacity for an increasing Island population.  As this STW will be an entirely new build it requires a new Discharge Permit(s) under the Water Pollution (Jersey) Law 2000.  The permit(s) will authorise the discharge of treated sewage effluent into controlled waters.  It will contain specific conditions and limits to ensure the quality of the effluent being discharged into the sea via the St. Aubin's outfall does not cause pollution of controlled waters. Subject to the consultation and if approved, the schedule of conditions will be prepared by the Regulator before a permit is issued.

Any person who wishes to comment on the application should do so in writing to the Minister at the address below. The Minister will provide the applicant with copies of all comments. The applicant may respond to these comments by writing to the Minister within 14 days of receipt of the copies. No decisions will be made by the Minister until the time limits for making comments have elapsed.
