What is the registers and licensing platform?
We’re developing a single platform to provide all registration and licensing needs within the States of Jersey.
Why we need a single platform
There’s lots of different methods for registers and licensing within the States.
Creating different systems increases our development and support costs. Each time we make a new digital service it’s a one off delivery.
Benefits of the platform
A single reusable platform will:
- give us consistent processes
- reduce costs
- reduce the time to deliver a service
If activities are linked, such as liquor licenses and fire inspections, the whole process can be defined for the customer at the start. This means that customers won’t get part way through a licence application only to find they need to get more documents or other licenses at the same time.
All the material for the licence will be in digital form. This means that the process can be more transparent and any appeal can be based on the same documents.
Challenges we face
Each registry or licence has its own process. Different parties need to be included after the application has been accepted but before the licence is issued. The processes need to be as automatic as possible but some will still need to be manually checked.
The service needs to be safe and the information we hold must only be available where it’s needed.
All of this needs to be provided in a way that makes it cost effective for small departments with low numbers of licences.
What’s next?
The first three projects targeted for this platform are live. Other projects are being identified as the requirements appear.
The high level design reflects the cross department nature of the platform to deliver reusable components while maintaining the deadlines for delivery of individual registers and licensing solutions.
Business owner
Digital Services owns the overall platform.
Each department will own its own process and data provided for licensing the register.
Project management team
Health and Social Care Register system is being used for the end of year renewals. Lasting Power of Attorney forms and services are available on gov.je. The Charities Register, which reuses many of the components has been live since September.
