Request

I notice that Delta Innovation have the following article on their website:

A draft Food Security Strategy for the States of Jersey

I have not been able to track down this document which sets out:

  • to secure the availability of food
  • to secure the affordability of food
  • to secure the ability to produce food
  • to secure against supply shocks.

As the client was “Department of the Environment”, I asked for sight of this document from the Department of the Environment, or details of when they plan to make it public?

The reply I received was:

"Justification for exemption: A draft food security strategy is being prepared and will be integrated within the new Rural Economy Strategy (RES) due to be published in autumn 2016."

As we are now at the end of December 2016, I wonder if you could point me in the direction of the published document which I am having difficulty locating.

Response

I can confirm that the public authority holds this information.

However, due to the delay in publishing the new Rural Economy Strategy this information remains exempt under Article 35 of the Freedom of Information (Jersey) Law 2011 and cannot be released. See explanation details below.

Exemption applied

Article 35 - Formulation and development of policies

Information is qualified exempt information if it relates to the formulation or development of any proposed policy by a public authority.

Justification for exemption

Having considered the public interest, the public authority's decision is to withhold the information.
