A.

Pursuant to the Jersey Gazette Act 1960, what total cost has been incurred by the States of Jersey in each of the five years to and including 2014 on the publication of notices in the said Gazette; and what average price per column inch (or some other appropriate measure of space) has been obtained in each of those years. Please provide a breakdown of the costs by department (including the States itself and the Royal Court) if that is available.

B.

Please would you also provide the total cost, for the same years and broken down similarly, of all other, 'non Gazette advertising placed by the States (including the Court) in the said newspaper.

Response

The States has a discounted set of rates with the Jersey Evening Post (JEP) that is based upon the States’ aggregate annual revenue.

Document (1) attached details the total cost incurred by the States of Jersey (excluding the Parishes) broken down by section. The information on the publication of notices in the Gazette and the JEP is for the period July 2010 – December 2014. The States of Jersey does not hold the information for January 2010 – June 2010. (Article 10 Obligation of scheduled public authority to confirm or deny holding information of the Freedom of Information (Jersey) Law 2011.) The document also provides the non-Gazette advertising placed by the States (including the court) in the said paper with the cost split between Classified, Gazette and Recruitment for each year.

Document (2) details the total number of column centimetres per annum for the period July 2010- December 2014 (excluding the Parishes). A blended rate for each of three categories of advertisement:- Gazette, Classified and Recruitment has been provided in order to take account of the variances in cost per column centimetre which is applied dependent upon the day of the week that the advertisement is placed (recruitment advertising) and annual revenues. Not all advertising space is charged by the column centimetre calculation as other categories are charged separately, for example Banner, full page mono and colour, half page mono and colour, and these are included within the costs shown in Document (1).

Article 10 Obligation of scheduled public authority to confirm or deny holding information

(1) Subject to paragraph (2), if:

a) a person makes a request for information to a scheduled public
authority; and

(b) the authority does not hold the information,

it must inform the applicant accordingly.

The States of Jersey do not hold the information as requested for the period January-June 2010.
