Request

Public commitments made by the States in response to a Freedom of Information question in April 2015 were that:

A

A new Information Services strategy would be launched in Q2 of 2015, to replace the previous one which expired in 2013. The response made clear that eGovernment plans and the new Information Services strategy were inextricably linked.

B

The HR & Payroll system was due to be replaced between the end of 2015 and mid2016.

C

The Finance system was due to be upgraded between the end of 2016 and mid 2017.

D

The Social security system was being evaluated and a plan for its replacement available by April 2016 at the latest.

Since none of these commitments appear to have been met what has been presented to the Chief Minister or Council of Ministers as the reasons for their non-delivery and what, if anything, has the Chief Minister or Council of Ministers requested to be done to remediate these public commitments not being met?

Response

The leadership of the organisation has been kept updated as timelines have changed due to re-prioritisation.

A

The Information Services strategy was launched within the organisation. A cycle of strategy refreshes was planned bi-annually and one is currently being undertaken. Implementation of the strategy is ongoing. The e-Gov strategy is also being progressed and politicians are updated on a regular basis. There was a Public Accounts Committee formal hearing on e-Gov on 27 March 2017.

B

The HR system has been in development and test in 2016 and is ready to be implemented in conjunction with other public sector reform programmes during 2017.

C

The finance system roadmap is being reviewed and a revised plan is expected in 2017.

D

The Social Security system has been reviewed and a high level plan is being developed to coincide with the tax system replacement due to be completed in 2019.

The response to the original Freedom of Information request was purely an update on the plans as they stood at the time. With the ongoing development of the e-Gov programme, the Political Oversight Group is updated on progress with the major initiatives.
