Software usage and licensing costs (FOI)

Can you provide a total and breakdown of computer software licensing costs, the number of clients and servers by vendor and product group per year for the last three years, and the number of both paid commercial source licences and free open-source licence users or servers subscribed to please?

Further analysis, if possible, by department (Government, Education, Social Security, Income Tax, Transport and Technical Services etc.) would be helpful too please.

My hope is that the information may highlight possible savings through a procurement process that gives equal opportunity to open source alternatives, and opportunity for the development of the digital industry through experience with implementation and development of platforms and software services where open source code is available to both study and contribute to for recognition of the development of digital skills and contributions from Jersey to promote the industry. Further, the information could highlight potential for cost-savings for spending going to off-island commercial vendors that could be diverted to local education, security, experience and health systems.

Having reviewed and considered this question, we have identified that it would not be possible, within the time limit laid down, to respond to this question as the information is not held in one location / one system. Therefore, we are applying Article 16 of the Freedom of Information (Jersey) Law 2011.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive.

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
