How much has Jersey's DVS made ( in 2015, 2016 and 2017 so far) from people who have paid to take their driving theory test but who arrive too late to start it at the appointed time?

Please point me to the law that makes it a requirement for the driving theory test to be taken at a specific, prearranged and immovable time in order to be legally valid.

If no such law exists please point me to the agreed policy that makes it a requirement for the driving theory test to be taken at a specific, prearranged and immovable time in order to be legally valid.

The Scheduled Public Authority does not hold information that could be broken down between late arrivals, no shows or invalid licence.

In 2015 there were 432 'Failed to Attends' and at that time there was only one theory test for A, B, C and D categories.

The price for the test was £30.90, making a total of £13,348.80 paid. However, to be clear, this does not constitute money made or profit as seems to be inferred by the question. Driver and Vehicle Standards is not a trading body and therefore is not constituted to make a profit. The fees charged relate to the fixed costs of administering the test, staff, facility costs etc., these are incurred whether or not the candidate makes themselves available to take the test or not.

Further to Article 19 (2a) of the Motor Vehicles (Driving Licences) (Jersey) Order 2003
States, a person who wants to take the theory test must apply to do so in a manner approved by the Inspector.

The Inspector has set the times of the theory test and the terms and conditions which apply.
