In the year 2000, the States of Jersey gave a loan to the JSPCA of £100,000. Please kindly provide details as to if / when this loan was repaid, and, if possible, details of the instalments ie how much was paid back each year.

Please kindly provide all details of any other loans and / or grants made to the JSPCA by the States of Jersey from 1998 to the present day, and how far these have been repaid.

It is my understanding that organisations in receipt of grants / loans from the States submit their accounts to them annually. This was the case for the Jersey Opera House, as detailed here:

Please therefore kindly provide the most recent five sets of accounts for the JSPCA in the States' possession and / or annual reports and AGM minutes if these are also held.

The loan of £100,000 was fully repaid on 30 June 2010. The loan schedule required annual capital and interest repayments of £7,358.18 in order for the loan to be repaid over a 20 year period, but, as stated, a final settlement of the balance outstanding was made in 2010.

This was the only loan provided to the JSPCA during the period in question.
The Department of the Environment only holds financial records for a period of 10 years as per States of Jersey Finance and Departmental Retention Schedules. Whilst several payments have been made to the JSPCA for services received over the last 10 years, records show only two payments made to JSPCA by way of grant funding. Both grants were to the value of £5,000, one was awarded in 2010 and the other in 2014. The monies were granted for the purposes of carrying out red squirrel disease surveys.

For the transactions in 2010 and 2014 we have been unable to locate the relevant income and expenditure statement.
Two grants of £800 and one for £150 were paid by Economic Development, Tourism Sport and Culture to the JSPCA during 2004 for training.

There is no requirement to submit accounts annually for loans.
With regard to the Management of Grants, below is an extract from Financial Direction No. 5.5, an internal document, issued in November 2013, which requires:
