Please can you tell me the number of Islanders diagnosed with the following conditions each year since 2008:

A

Fibromyalgia (Adults)

B

Rheumatoid arthritis (Adults)

C

Lupus (Adults)

D

Juvenile type 2 diabetes (in children under 11 and in young people between 11 and 18)

E

ADHD (in children under 11 and in young people between 11 and 18)

F

Autism (in children under 11 and in young people between 11 and 18)

G

Autoimmune disorders (in children under 11 and in young people between 11 and 18)

H

Also can you tell me the number of children under 11 having teeth surgically removed each year since 2008 due to tooth decay.

Please note that we do not hold diagnosis data for the whole Island. We can only see the number of patients admitted (as an inpatient) to Jersey General Hospital (or Samares ward at Overdale) who are coded to have the condition in question.

The above table shows the number of unique (by year) patients admitted from 2012. The information system that we use to record this data, TrakCare, was implemented mid-2011. Therefore, data preceding 2012 is not held and Article 3 of the Freedom of Information (Jersey) Law 2011 (the Law) has been applied.

Rheumatoid Arthritis

Central data collection on Rheumatoid Arthritis began in 2015. Therefore, HSSD do not hold the information required to respond prior to 2015.

2015 There were a total of 634 patients recorded as having Rheumatoid Arthritis

2016 There were a total of 694 patients recorded as having Rheumatoid Arthritis

2017 There were a total of 755 patients recorded as having Rheumatoid Arthritis

2018 As at 1 January there were 767 patients recorded as having Rheumatoid Arthritis

We cannot confirm the exact number of new diagnoses each year as we do not have sufficient access to the patient level data to determine whether changes are due to patients dying, moving to / leaving the Island or being newly diagnosed.

The table below shows the number of Juvenile Type 2 Diabetes diagnoses for those under 11 (<11) and those between 11 and 18 years old:

Due to the small numbers of those living with Juvenile Type 2 Diabetes and represented in the table above, Article 25 of the Law has been applied in order to protect the privacy of individuals. The figures are therefore shown as fewer than five (<5).

Attention Deficit Hyperactivity Disorder

Data on the number of children and young people diagnosed each year is not held in an accessible format. In order to fully answer this question, each record would need to be accessed in order to determine the date of diagnoses. Therefore, Article 16 of the Law has been applied.

However, there are currently 143 children on the Child and Adolescent Mental Health Service (CAMHS) ADHD caseload; 60 are aged below 11, 83 are between 11 and 18 years old.

Please note this data does not include;

  • those who move to Jersey with a diagnosis in place
  • young people who go off Island for a diagnosis

Autism Spectrum Disorder

This data is only available from 2015. Collating data prior to 2015 would require a manual records trawl which would exceed the cost limit specified in the Law.

Juvenile dental extractions

Data on the number of extractions is not accessible from the information system used prior to 2011, and therefore, the information is not held.

*Please note that the figures above include extractions that have taken place in out-patient clinics and theatres. The Health and Social Services department considers that 2017 is the most accurate figure. The intervention codes were not fully captured prior to this.

Please also note that the extractions listed above may or may not have been due to tooth decay. In order to fully answer this question, each record would need to be accessed in order to determine the reason for the extraction. Therefore, Article 16 of the Law has been applied.

Articles applied

Article 3 Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.

Article 25 Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
