In accordance with freedom of information, can you please tell me what the states decided regarding the decision as to whether to allow certain states members access to full residential qualifications, despite not meeting the historical criteria, as it does not appear to have been published within the usual media outlets.

It has been assumed the request refers to employees of the States of Jersey.
