I would like to know, please, how many States posts the chief executive, Mr Charlie Parker, has personally interviewed candidates for, either on a one-to-one basis or as part of a recruitment panel.
I understand that the Jersey Appointments Commission oversees this process, and that appointments are not in Mr Parker’s power to make. I simply want to know how many times Mr Parker has been personally involved in interviewing candidates for permanent, interim or temporary jobs with the States.
To clarify, for the purposes of this question, the term ‘interview’ should also be understood to include any informal conversations (in person, on the telephone or via email/Skype) with candidates for States jobs that took place before the vacancy in question was filled.

All senior and interim appointments are overseen by the Jersey Appointments commission which is an independent body that oversees the recruitment of States’ employees and appointees to States supported or related bodies.
The Commission ensure that the selection is fair, efficient and conducted in accordance with best practice and procedures.
The Commission produces three guides on recruitment and selection:
• a recruitment code to set out the principles and processes to be applied in recruitment and selection activities for all appointments
• a guide on senior recruitment to provide processes for employing seniors within the public service
• a code of practice that sets out principles and processes for employment within quangos
Since Mr Parker’s appointment as Chief Executive Officer and Head of the Public Service, he has been a panel member (which includes interviewing as part of that panel process) for 21 Permanent and 12 Interim appointments.
In line with standard practice for recruitment to senior roles, potential applicants have also had the opportunity to have a call with the Chief Executive, regardless of whether or not they decide to make an application, to discuss the role and obtain more background information.
