What is the Central Management System (CMS) and specification of the software and hardware of the LED street light system?
What type of waveform is the LED? eg Square wave?
Can you control the Pulse Width Modulation (PWM) of the streetlight system using the CMS?
Can you control the PWM of each streetlight that’s connected to the system?
What restrictions do you have in place for the control of the PWM?
What is the UK, EU and International safety limit (low and high) for the amount of ‘flicker’ (Hz) the Human Body and eyes can be exposed to and for how long?

Yes. Growth, Housing and Environment (GHE) has a Street Lighting Policy which includes installing LED conversions to our current stock.
1. What is the CMS and specification of the software and hardware of the LED street light system?
The department does not use a Central Management Systems (CMS). Data sheets for hardware are available from manufacturers.

GHE does not hold this information and it is only available from the luminaire manufacturer.

GHE does not use a Central Management Systems (CMS)

GHE does not use a Central Management Systems (CMS)

All equipment purchased is from well-established and reputable suppliers in accordance with British and European standards.

GHE does not hold this information.

GHE does not have a training manual for street lighting. GHE uses engineers from the Institute of Lighting Professionals to provide advice as required and reputable manufacturers to design street lighting schemes.
8. Who is the company who is or has installed the CMS LED streetlight system?
GHE does not use a CMS. Hardware is supplied by Urbis Schreder, Iguzini and Zeta.
9. What company maintains and repairs the CMS and LED streetlight system?
GHE does not use a CMS. The JEC maintain all our street lighting stock and we refer back to the supplier for parts and repairs
10. What entity and Officer is responsible for the safety standards for the CMS and LED streetlight system?
GHE does not use a CMS. We are responsible for ensuring that all public roads administered by us are lit in accordance with street lighting standards. These standards set out the appropriate lighting levels for types of roads and areas.
The highway authority is the responsible entity for street lighting on its roads. For roads owned by the parishes the individual parishes are responsible for their own street lighting.
Safety standards for the Luminaires themselves are the responsibility of the manufacturer.

GHE does not hold this information.
13. What level of LED streetlight exposure is safe for the public at daytime and night time?
GHE does not hold this information.
However reassurance about LED street lighting has been noted. Mr John O'Hagan, Public Health England has issued the following clarification which was published on Optometry Today, 7 April 2018; which concluded "There is no risk of eye damage from LED street lighting".

Further comments from the EU have concluded there is no evidence that the general public is at a risk of direct adverse health effects from LEDs when the lights are in normal use. However, there is insufficient research on the health effects of LED lighting and many topics should be investigated further, particularly the effects of flicker. Since the use of LED technology is still evolving, the SCHEER would like to see continued monitoring of LED lights and of any health risk they might pose to the general public. 14. Is there a legal requirement for diffusers to be fitted to LED streetlights?
No. Diffusers are used to shield neighbouring properties from light intrusion on a lamp by lamp basis.
