Request
A.
Are States employees paid a premium over and above their normal salary for working on a Bank Holiday?
B.
If so what is the total annual cost of wages/salary and employers SS contributions in relation to Bank Holiday premium payments/'overtime' over and above the normal salary.
C.
If possible can we separately identify the individual costs of Christmas Day and New Year's Eve please?
In short I am trying to identify the monetary cost to the States of paying for Bank Holiday working over and above a normal working day.
Response
A.
Several groups of States of Jersey employees are paid a premium over and above their normal salary for working on a Bank Holiday, under various different terms and conditions.

It is an operational management decision as to whether it is preferable for an employee to take overtime pay or time off in lieu.
B.
See below a table of all payments made on Bank Holiday overtime pay codes in 2014 (including employers’ social security contributions 6.5%).
Paygroups | Bank Hol O/T 1.0 | Bank Hol O/T 1.5 | Bank Hol O/T 2.0 | Bank Hol O/T shift | 2014 totals |
Grand total | £351,484 | £2,154 | £310,956 | £7,060 | £671,655 |
Note that our systems have multiple codes for overtime including codes that are labelled as ‘bank holiday’, however, there is no guarantee that the bank holiday code is always used for overtime worked on a bank holiday. As such there is a possibility that the figures above are understated.
C.
The reports available from the States of Jersey payroll system do not differentiate between individual days worked; only by period in which work was performed (normally one month). As such it is not possible to isolate Bank Holiday overtime payments made on Christmas Day from overtime payments made on Boxing Day.
New Year’s Eve is not a Bank Holiday and as such the States of Jersey does not pay any Bank Holiday overtime premiums for working on this day.
