What is the daily rate of the new chair of the Jersey Appointments Commission, Dame Janet Paraskeva? This should include her basic daily rate plus details of expenses, which should be separated out.

B.

What are the terms of her contract, how many days does she work, what is the arrangement with expenses, when was she appointed, and what is her remit?

C.

Since its establishment in 2002, how many chairmen have there been? What has been their individual daily rates and expenses? Please include the names of each.

D.

What are the existing commissioners paid per day, plus details of their expenses?

Out of which department's budget are the costs met?

A.

The daily rate is £1,000 per day. Reasonable and documented incidental expenses incurred by the Chair in performing her duties for the Jersey Appointments Commission are reimbursed on production of evidence in accordance with States of Jersey policy. Travel to Jersey from London and occasional overnight accommodation is booked through the HR Department via the relevant corporate contract and in line with financial directions.

B.

Dame Janet was appointed by the States on the recommendation of the Chief Minister for 4 years from 24 September 2014. The contract states the Chair will work 12 to 18 days per annum on Appointments Commission business.

The service to be performed as stated in the contract is the provision of advice that includes but is not limited to matters relating to the recruitment of States’ employees and States’ appointees.
The remit of the Jersey Appointments Commission is set out in Paragraph 4 of the Employment of States of Jersey Employees (Jersey) Law 2005.

C.

There have been 4 chairs of the Jersey Appointments Commission.
Former chairs were:

Mike Liston OBE: £450 per day
Alan Merry: £450 per day
Brian Curtis MBE: £473 per day

Incidental expenses incurred by these chairs in performing duties would be have been reimbursed, such as those relating to travel to an off island recruitment.

D.

Reasonable and documented incidental expenses incurred by commissioners in performing duties are reimbursed on production of evidence, such as those relating to travel to an off island recruitment.

The rate and contract for commissioners has been revised with effect from 20 April 2015 when commissioners will receive an annual fee of £5,000.

E.

There is a budget for the Jersey Appointments Commissioners’ fees in the HR budget within the Chief Minister’s department.
