Following the news that car parking charges are to rise to 0.85p a unit from 1 March 2019, I would like to know the following:

A

What have the annual increases been for a unit of parking since 2009?

B

How much revenue parking charges have raised over the past five years and what percentage is actually used for the upkeep of car parks?

C

What surpluses, if any, there has been over the past five years from parking charges and what are they being held back for?

All parking revenue is held within the States of Jersey Car Park Trading Fund (the ‘Fund’). We do not maintain records regarding the percentage of revenue used to maintain the car parks since the Fund is used for various purposes. See question C for additional uses of the Fund.

The Fund uses the receipts from parking charges and fines to pay for the construction, administration, enforcement and maintenance of the States of Jersey’s public car parks. This includes the maintenance of free States operated parking facilities across the Island, such as beach car parks.

In addition, the trading fund accumulated surplus is utilised to fund the construction of new car parks such as Ann Court and major maintenance schemes. The States Assembly considers such capital expenditure as part of the Medium Term Financial Plan and Budget debates.

The Fund is also now utilised to provide free bus passes for disabled people, road safety and sustainable transport schemes via a financial return to the Growth, Housing and Environment department (prior to 2019 some or all of this return was made to central States of Jersey funds). In previous years transfers have also been made at the request of the Assembly to fund the Eastern Cycle Network project and additional half deck at Green Street car park.
