Is there a policy that requires a specific number or percentage of people who take a driving test (for any category of vehicle) to be passed or failed? Or is a pass given simply to everyone who meets the required standard?

In addition, do the individual driving test examiners each have any requirement or expectation to pass or fail a specific number or percentage of people who they take out for a driving test (for any category of vehicle), whether or not as part of their individual performance appraisal or similar.

There is no policy that requires a specific number or percentage of people who take a driving test (for any category of vehicle) to be passed or failed.
In order to pass the driving test the candidate must demonstrate to the examiner that they meet the required standard of driving.

There is no requirement or expectation for driving test examiners to pass or fail a specific number of people who take driving tests.
