What was the total head count (including both employees and interim contract roles) and total cost of the top three tiers of staff of the Government of Jersey in May 2017 versus May 2019.
In each case above, of the top three tiers, how many are / were direct employees, how many are employed on interim contracts?

May 2017
In May 2017 the business was not structured using a tier model. The Senior Management structure ie Chief Officers and their direct reports had a headcount of 67, with a cost at 2017 of £6.9m. All individuals were directly employed by the States of Jersey.
May 2019
The design of tier 3 and its implementation is still ongoing and will not be completed, in its entirety, until the year end. As a result, it is not possible to provide an answer to the question as specified.

All Tier 1 employees were directly employed by the States of Jersey. Two Tier 2 employees were employed on interim contracts. Permanent recruitment is underway in relation to both these roles.
