The government has made reference on various occasions to its 'Efficiency Programme' (for example in a quote here:

Please take each of the questions in turn, rather than providing a paragraph response to all.
A
Is this programme laid out in writing, such as in a document, report or handbook? If so, what format does it take? And which member(s) of staff authored this report/document/plan? Please provide their titles.

If not, what alternative format does it take? How is this programme documented or laid out?
C
Does the plan contain 'milestones' or targets by certain dates? If so, what are these? When does the plan begin from and what date does it stretch to?
D
From the date of commencement of the plan, what 'savings' has the government identified up to the present date? Please quantify these in monetary value. If there is a saving that has been identified, but not yet implemented, please still provide details of these and the estimated saving.

In whatever form it takes, please provide a copy of this Efficiency Programme Plan.
Response
The Efficiency Programme is currently in development and will be agreed as part of the approval of the Government Plan at the end of this financial year.
A
The Efficiency Programme will be outlined in a report which will have a Senior Responsible Officer attributable for it.
B
Not applicable – see above.
C
The Programme will have milestones and will focus on sustainable efficiencies with a full year effect from 2020.
D
The forthcoming Efficiency Programme has not been finalised or approved and will relate to efficiencies yielding a full year effect from the start of 2020.
