Please could I have any papers or reports written by Kevin Keen, Sir David Henshaw and / or Elisabeth Astall in 2015 giving recommendations on how the States can cut costs?

Article 35 of the Freedom of Information (Jersey) Law 2011 allows for a qualified exemption to be applied against the release of information if the information relates to the formulation or development of any proposed policy by a public authority.
The work undertaken by the three individuals mentioned in your request is currently ongoing with departments, and at this stage, any recommendations that have been made are still to be agreed by the Council of Ministers.
Exemption
Article 39 of the Freedom of Information (Jersey) Law 2011 allows for a qualified exemption to be applied against the release of information if the disclosure would, or would be likely to, prejudice pay or conditions negotiations that are being held between a public authority and:
(a) an employee or prospective employee of the authority; or
(b) representatives of the employees of the authority.
Negotiations with various Unions are currently ongoing, and therefore the information cannot be released.
