Details of what criteria / assessments are used to determine whether a child / young adult in Jersey is classed as having a "Special Educational Need or Disability" (SEND) and therefore is eligible for access to support measures in both primary and secondary school?

Moreover, at what point does a SEND become a formal "Record of Need" and what is the process that parents / carers have to go through in order to have their child recognised as a child with "SEND"?

Article 23 Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
