Please identify who can presently be called upon to be the independent member of the Conditional Early Release (CER) Panel?

I have seen the data for the amount of successful prisoners who apply for CER up to 2019. Please confirm how many prisoners are turned down for CER over the same period, including 2020 if those figures are available.
