Island speed limit review (FOI)

On 2 July 2019, in the article below Senator Kevin Lewis stated the DFI are undertaking an Island-wide speed review based on the needs of each parish. Earlier the same year, he stated "All Jersey’s speed limits will be reviewed by the end of 2019".

St Saviour speed limits consultation

There has been no more news of the St Saviour speed limits since the consultation results were published. Have these plans been scrapped or are they still planned to go ahead? If the latter, have any of the proposed speed limits been changed in line with the consultation response?

So far, which Parishes have had a full speed limit review conducted in line with the 2019 goal, but speed limit changes not yet implemented?

In which Parishes are speed limit reviews currently being conducted and within those Parishes what are the current proposed changes to speed limits (even if at the early stages of change)?

In which Parishes have speed limit reviews yet to be conducted? Is this due to decisions by the parish or the DFI?

As part of these reviews, is it DFI policy to introduce 20mph speed limits in all villages (as has been done in St Mary, St Lawrence, St Peter, St Aubin and Grouville)?

The final part of the review process is a Parish Assembly, unfortunately the Covid-19 situation has meant an Assembly has not yet been possible in St Saviour, however this will take place once restrictions permit. The speed limit changes are therefore on hold for the time being. The proposals that will be taken to the Parish Assembly have been amended as a result of the consultation responses received.

Of the Parishes that have completed their reviews all have implemented their changes.

St Helier, St Ouen and St Clement have proposals awaiting consultation. St Martin and St Mary have both made proposals to Infrastructure Housing and Environment (IHE) (Formerly DFI), but these are awaiting review pending departmental resources.

Article 35 of the Freedom of Information (Jersey) Law 2011 applies. These proposals are currently under development prior to formal consultation. We believe that prior publication of this information may cause confusion if proposals that are currently under development change before initial consultation release. This outweighs the need for public release of the proposals at this time.

Trinity and St John have not started speed limit reviews, although Trinity have recently approached IHE with proposals outside of the ‘Speed Limits Review’ process agreed with the Comité des Connétables (see attached Speed Limit Review Process Technical Guidance, which summarises the process and ensures consistency across the Island). St Peter have approached IHE but resources are not available to progress yet.

The Speed Limit Review process agreed with the Comité des Connétables identifies that village centres should be 20mph. Work is undertaken individually with Parishes to identify how this is applied locally to the Parish and what the extents are.

Grouville has already completed their review and did not introduce additional 15mph green lanes, although recent discussions have identified that they may wish to take a further look at this. St Saviour has decided not to implement any 15mph green lanes. Trinity also do not wish to implement 15mph green lanes but are looking at alternatives.

For Completeness: St Brelade and Grouville have completed their reviews. St Lawrence has completed their initial review, however following consultation the proposals around Hamptonne needed further consideration. This was agreed to take place as a phase two piece of work, which has yet to commence.
