It is not possible to allocate the costs of progressing individual elements of the Legacy Project within the total cost of the Citizens Panel process.

The cost of the Citizens Panel process to the end of May 2019 was released in response to the following Freedom of Information (FOI) request:

Article 23 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

The cost of the Citizens Panel process from November 2020 to the end of December 2020 was £2,883.

All artists and designers who chose to respond to the Invitation to Tender for the Jersey Care Memorial did so at their own expense. The three shortlisted tenderers were reimbursed for their documented costs, subject to a set maximum of £1,000, for the production and delivery of their respective displays.

The public exhibition of the three shortlisted Care Memorial Proposals in October 2020 cost a total of £7,806. This sum includes venue and equipment hire, production and delivery of the exhibits and supporting literature and the creation of an online 3-D scan of the exhibition galleries.

Prior to the launch of the Invitation to tender in February 2020, the sum of £250,000 was allocated to the realisation of the Jersey Care Memorial from the balance of the Care Inquiry budget as a one-off amount. £200,000 of this funding was allocated as the maximum contract value available to the preferred supplier. The remaining sum of £50,000 was set aside for project management, internal costs, application fees and contingencies. None of these non-recurring funds have been drawn down or spent to date.

The realisation of the Legacy Project as a whole does not have a set budget allocated to it.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
