Please could you tell me the number of Mental Health referrals and admissions and their ages from 2016 to date, how long they were receiving treatment for and whether they are continuing to receive treatment now or whether they have recovered, broken down by year for the following:

Jersey General Hospital

The Listening Lounge

Acute Community Mental Health Team

Continuing Care Service

Adult Mental Health Recovery Unit

Orchard House Acute Admission Unit

Mind Jersey

Child and Adolescent Mental Health Service (CAMHS)

Response

Jersey General Hospital does not accept referrals for Mental Health patients and will only be involved in admissions if the individual has a physical health care issue.

Mental Health Services have recently under gone substantial restructure. The www.gov.je website is in the process of being updated to reflect these changes. Community services data collection is being refreshed and outcome indicators are in development for each Team under the service under the Mental Health Improvement Plan. These teams are:

  • Adult Community Mental Health Team

  • Clairvale – Recovery and Reablement Unit

  • Crisis and Home Treatment Team

  • Older Adult Community Mental Health Team

  • Older Adult Primary Care Mental Health Team

  • Older Adult Hospital Liaison team

  • Memory Assessment Service

  • Alcohol and  Drug Service

  • Jersey Talking Therapies (JTT)

  • Psychological Assessment and Therapies (PATS)

  • * Jersey Adult Autism Service (JAAS)

It is not possible to provide the information requested for this part of the request as it has been estimated to do so would exceed the time limit set under the Freedom of Information (Jersey) Law 2011. The community service works to a person-centred recovery model which means that individuals define their own recovery journey. Currently we would need to access the records of each individual service user from 2016 onwards to examine whether interventions provided by the service gave the individual the outcome they wanted. In addition inpatient care may be non-voluntary under the Mental Health (Jersey) Law when the individual is assessed as posing harm to themselves or to others. Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied.

Please find below, information on the number of admissions to Orchard House. This is the inpatient unit for working age adults. Please note the age band is based on age at admission, some data is labelled <5 because publishing the smaller numbers in some of the categories could lead to disclosure. Article 25 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Mind Jersey

Mind Jersey is a separate provider based in the third sector. The Government of Jersey do not hold data for Mind. Article 10 of the Freedom of Information (Jersey) Law 2011 has been applied.

The Listening Lounge is a private sector provision from the LV care group that is commissioned by the Government of Jersey. Data provision is under development and subject to the commissioning contract.

Child and Adolescent Mental Health Service (CAMHS)

Please see the tables below with the requested information. Where data for 2016 has been excluded, this is because the Department do not hold a complete data set. Please note that the admission figures will sometimes reflect the same individual.

The Department have determined that where numbers are fewer than five, releasing the actual figure would likely breach the privacy of the individuals. Article 25 (Personal Information) of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

*CAMHS also provide diagnostic assessments and some young people have diagnoses that they do not ‘recover’ from, such as ADHD and Autism. Sometimes there are medication treatments over a longer term and CAMHS clinicians are responsible for the reviews and prescriptions, so a number of young people will remain on the case list as a result.

Articles applied

Article 10 - Obligation of scheduled public authority to confirm or deny holding information

(1) Subject to paragraph (2), if –

(a) a person makes a request for information to a scheduled public authority; and

(b) the authority does not hold the information,

it must inform the applicant accordingly.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
