Following completion of the tender evaluation, the project team recommended ROK/FCC JV as the Preferred Bidder. The recommendation was approved by the Our Hospital Political Oversight Group and ratified by the Council of Ministers.

The Functional Brief and the Employers Requirements identified the clients’ requirements for the new hospital.

No decision has been made to limit the hospital building to four storeys in height. However, the overall size and shape of the new hospital buildings will be informed by:
clinical and architectural design
consultations with clinicians, IHE Regulation and consultees such as the Jersey Architectural Commission
approved, issued and draft spatial planning policies

ROK / FCC JV was commissioned to conduct the evaluation of the short-listed sites since the assembled team includes world class experts on the design and construction of new hospitals. The site selection process was a component of the stage 1A Pre-Construction Services Agreement.

The current requirement is to achieve an ‘in service’ date at the end of 2026.

In the NEC Form of Contract proposed for the main works, the Contractor is responsible for ensuring their works are provided in accordance with the Works Information. On behalf of the client, the NEC Supervisor will monitor the works, witness any testing, check compliance with the Contract Works Information and ensure that all works are carried out in line with the quality defined in the Contract Works Information.
In addition, at the end of construction there will be a handover and commissioning period to ensure that all elements of the new hospital are working as required. Building Control and Building Regulations are, and will be, involved to ensure that compliance is met.
Finally, as part of the Business Case process, objectives and benefits of the project have been defined, At the end of the project, an evaluation will take place to determine that the objectives and benefits have been met.
