Request
Sometime before 25 June 2021, a meeting was held with Barclay Harvey, Jersey Skate park Association, Connetable Andy Jehan, and perhaps some other members of the particular Committee that oversee the St John's Recreation centre.
During the particular meeting, funds allocated by the Government of Jersey (GOJ) for the improvement of the Recreational skateboarding facility were apparently refused by the Connetable.
Please can we see the minutes for this meeting, and all meetings between GOJ and this committee, pertaining to the skatepark?
Response
A meeting was held on the 8 June 2021 at the St. Johns Recreational Ground. The JSA (Jersey Skate Park Association) was not present. Deputy Raymond, Connetable Jehan, Sport Division Government of Jersey (GOJ) Officers and two SJRB (St John’s Recreational Board) members attended.
The following is a summary of the meeting notes made up by Sport Division Officers after that meeting.
1. SJRB thanked the GOJ for their proposal to improve and refurbish the skating facilities in 2021
2. SJRB explained their concerns as follows:
the timing for any skating improvement / enhancement does not fit with the current business plan for SJRG
with 28 user groups associated with St. Johns the Rec Ground it is already at capacity
SJRB was very happy with the current skating facilities but an enhancement would drive more traffic and parking is already stretched (especially at weekends/peak times)
the license agreement between the St. Johns Skating Association needs to be refreshed and reworked
there is currently a healthy balance of users at this facility and it was felt if this skating refurbishment /enhancement went ahead this balance would be destabilised
SJRB raised concerns around additional Insurance and Safeguarding
3. Next steps:
Parish of St John to work with the St. Johns Skating Association to refresh the licence agreement and ensure its terms are being fulfilled.
GOJ Sport Division to repurpose the funds to other areas
Parish of St John to contact the Youth Service about running the facility
The Government of Jersey was not provided with copies of any formal minutes and this is the only information held.
