For 2019, 2020 and 2021 so far, please provide the number of individuals granted Entitled status on the grounds of hardship, and the number of individuals given Entitled status overall.
Further to this, please break the hardship figures down by grounds i.e. family, economic hardship, etc.
Response
The below related Freedom of Information response was published on 25 May 2021 and provides the requested information to 30 April 2021. As the information is accessible by other means, Article 23 of the Freedom of Information (Jersey) Law 2011 applies.

In addition, the table below shows the number of individuals granted ‘Entitled’ status on hardship grounds as defined under the Control of Housing and Work (Residential and Employment Status) (Jersey) Regulations 2013 from 1st January 2021 to the 30th November 2021, the date of this request.

The current system holds information in relation to those with Entitled status. To answer the request for the number of individuals given Entitled status overall in 2019 to 2021, based solely on having completed the last 10 years continuous ordinary residence in Jersey, the Department would need to review each individual record and extract the relevant information.
It is estimated that to do this would exceed the cost limit provisions allowed under Article 16 of the Freedom of Information (Jersey) Law 2011 and the 12.5 hours limit allowed under regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014.

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Article 23 - Information accessible to applicant by other means
Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
