Who was the Accountable Officer for the Climate Change Panel?

The Accountable Officer for expenditure related to the Citizens' Assembly on Climate Change was the Director General for Strategic Policy, Planning and Performance (SPPP). The delegated Senior Responsible Officer was the Group Director of Strategy and Innovation (SPPP).
The Public Accounts Committee (PAC) report on the Use and operation of citizens' panels, assemblies and juries in Jersey (PAC 1/2022) notes (p.57) that the initial budgeted cost for the Assembly, including honoraria, was £116,086; and that the final costs were £190,793 including honoraria.
The PAC also note (p.57) that there was a need to make greater use of paid expert speakers and professional advisors to the Assembly, which was the principal cause of the cost increase. In addition, PAC note (p.60) that £13,357 of the increase was due to the reallocation of early development costs incurred in 2020 that were not reflected in the original budget.
